With gratitude for service and appreciation for his dedication, Oregon & Southwest Washington Fair Contracting Foundation announces that John Rowand, FCF’s Senior Compliance Investigator, has retired effective May 1, 2007.
John has been with FCF since 1996, and before that served with Northwest Fair Contracting Foundation for several years. For the past 11 years John has been an important part of FCF, twice serving as Interim Executive Director for FCF and training 8 Compliance Investigators, including our current 3. His tireless efforts in training have ensured that his knowledge will be passed on to this organization and have established the continuance of the Foundation’s reputation as a key source for full-scale prevailing wage compliance monitoring. Recently John has focused his time on specialized training for FCF’s Investigators in the areas of Federal Davis-Bacon compliance, Washington’s PWR laws and Oregon Economic & Community Development Department CDBG compliance. John has spent the majority of 2007 writing a comprehensive training manual. After his retirement, John will continue to work as a consultant to FCF on a part time basis.
All of us at FCF wish to express our heartfelt thanks to John for his dedication to Prevailing Wage Compliance and to this organization. John has always maintained and upheld the utmost professionalism and concern for the welfare of all parties involved in prevailing wage construction projects. These groups have all come to appreciate John’s honesty, knowledge and expertise. We wish him all the best!
