November 2009:

Dear Contributors,

Due to recent cutbacks at FCF, we have had to adjust the territory that our Compliance Investigators cover.  While we strive to have statewide coverage in Oregon, we are now going to focus on the most active construction markets and counties.  Please find a list below of the new territories.  Future projects that are outside the coverage areas will need to go through the Director for approval. Also note that the Director is covering some counties and taking on a limited number of cases. 

  • SW Washington: (no change in territory) Clark, Cowlitz, Klickitat, Skamania, Wahkiakum: Jennie Kordenat  
  • Portland metropolitan and surrounding areas: Clackamas, Multnomah, Washington, Hood River, Wasco, Yamhill and Tillamook counties: Paul Askew
  • NW Oregon coast: Columbia, Clatsop counties: Daniel Bonham
  • Salem-Corvallis metropolitan and surrounding areas: Marion, Linn, Benton, Polk, Lincoln County: Dave Sheridan 
  • Eugene metropolitan area: Lane County: Daniel Bonham
  • Bend/Redmond metropolitan and surrounding areas Deschutes County: Dave Sheridan
  • Hermiston/Pendleton: Umatilla & Union counties: Dave Sheridan
  • Southern Oregon: Josephine, Jackson, Klamath: Dave Sheridan
  • Projects that will be monitored by certified payroll review only will now be handled by Corey Haan

 

New Planholder Letter Protocol:

  • All Planholder Letter (PHL) requests will be handled out of the FCF Main Office.
  • Please phone or fax Corey Haan at the numbers below or email her at chaan@fcffair.org with your PHL requests. 
  • We will continue to send out PHL’s on randomly selected projects, but would like as much participation from the contributors as possible.
  • A monthly spreadsheet will be emailed detailing the PHL’s sent out that month with select bid results to be reported on.
  • A separate 12 month archive spreadsheet of PHL results will also be provided.
  • The 12 month archive report will detail the subcommittee selection of projects that have been awarded for monitoring for use by all area subcommittee members. 
  • The 12 month archive report can be used by the Finish Trades and others so that they can request that projects be monitored when late emerging issues arise.
  • These spreadsheets will be emailed to contributors, the Board and subcommittees along with the Investigators’ monthly reports – usually by the 5th of each month.

This will free up a considerable amount of time for the investigators to concentrate on monitoring their case loads. We hope that this process will go smoothly as we implement these changes.  As always, our goal is to serve our contributors in the best possible way with the resources that we have.  If you have any questions, we would welcome the opportunity to sit down and discuss them with you.

FCF announces 2008 year end recoveries and fines of $434,528.16.  FCF wishes to acknowledge Compliance Investigators: Paul Askew, Jennie Kordenat, Dave Sheridan and Rick DeLance, for their diligence in monitoring public works construction projects and gathering up evidence to present their cases, as well as the Oregon and SW Washington enforcement agencies and public works agencies that help to ensure prevailing wage laws are complied with by recovering wages and issuing fines.  Thank you for making sure that the hardworking men and women on public works construction projects received their paychecks and can support their families.  (Disclaimer: FCF is not an enforcement agency.  See "About FCF" on the left toolbar for more information.)
